7The TSC, at its discretion, may establish working groups or subcommittees to
8serve as focused teams dedicated to specific technical areas, initiatives, or

14Working Group Membership Eligibility

17- Each Working group (WG) shall determine its own membership eligibility, in
18  consultation with the TSC.
19- Each working group shall have a team of members who are actively involved
20  in its activities and decision-making processes.
21- It is expected that WG membership shall be **open to all** Zephyr project
22  :ref:`Collaborators <collaborator>`; however, working groups may impose
23  restrictions such as the number of participants from a single company.
24- All TSC members are eligible to join a working group as members, part of
25  the responsibilities being a TSC member.
26- The minimal number of members may vary depending on the complexity of the
27  tasks and the breadth of expertise required to address them effectively.
28- A working group should aim to have at least five to seven members to
29  ensure diversity of perspectives, collaboration, and continuity.
30- The structure of each working group within the Zephyr Project should be
31  designed to ensure effectiveness, productivity, and inclusivity. While the
32  optimal size of a working group can vary depending on the specific context and
33  scope of its activities.
34- Participation in WG meetings and discussions is open to all project
35  :ref:`contributors <contributor>`.

40Each working group may elect a Chair and optionally a Co-Chair who is
41responsible for leading meetings and representing the working group to the TSC.

47- Any member of the working group has the right to nominate themselves for the

69- Working Groups are advisory in nature. They provide advice to the projects and
70  to the TSC.
71- Working groups operate on a rough consensus basis. If the working group is
72  unable to reach consensus on what advice to offer, the working group Chair
73  shall raise the issue with the TSC or the relevant committee (Safety and
74  Security), where a formal vote can be taken, or advise the project that the
75  working group cannot reach consensus.
76- Working groups shall keep track of discussions and record any votes,
77  decisions, or recommendations made and share results with the community and
78  the TSC.
79- Working group meetings and offline discussions shall be captured in a
80  standalone document with all supporting details such as attendance, quorum,
81  actions to be taken, and next steps.
82- Decisions made within a working group are non-binding and are only considered
83  ratified after communicating decisions and outcomes to the TSC.
84- Lacking any objections from the TSC within 1 week after the communication or
85  report of any results, decisions of a working group are considered confirmed
86  and ratified.
